The Kalk Bay and St James Residents and Ratepayers Association (RRA) has adopted a Mission Statement which aims to set out the agenda of the RRA, namely to:

  • Represent the interests of all residents and property owners;
  • Engage with local authorities to promote effective service delivery;
  • Support community welfare and local development initiatives;
  • Help preserve the unique character, heritage, and environment of the area.

This agenda is underpinned by the following principles:

  • Collective Representation: Serve as a unified voice in discussions with municipal and public authorities;
  • Service Delivery Advocacy: Promote consistent, fair and quality public services, including waste management, road upkeep and infrastructure and maintenance;
  • Community Development: Encourage projects that enhance local living standards, public safety and inclusivity – supporting initiatives by locals such as community clean-ups, park improvements and social support efforts;
  • Environmental Stewardship: Encourage the safeguarding of coastal areas, parks, and green spaces with a focus on sustainability and the preservation of, and preference for, indigenous flora;
  • Heritage Protection: Contribute to planning processes to maintain the architectural and cultural character and integrity of the area;
  • Safety Commitment: Promote safety from crime, fire risks, and environmental hazards through practical community programmes and communication with appropriate authorities ;
  • Transparent Communication: Facilitate open communication with residents and maintain constructive relationships with the City of Cape Town (CoCT), PRASA, the harbour authorities and other relevant stakeholders.

The Association supports co-operation with local organisations, including the Special Rating Area (SRA), to co-ordinate efforts that enhance the area for the benefit of all residents, including historically disadvantaged communities.

This Mission Statement is a living document to help us achieve these principles.

  • Please familiarise yourselves with the process for lodging complaints with the CoCT. The link for lodging complaints is: https://eservices1.capetown.gov.za/coct/wapl/zsreq_app/index.html
    The WhatsApp number for electricity and water faults is 060 018 1505. You can also use the City App.
    Please note that the logging of complaints is the responsibility of the individual. The RRA can assist if that complaint is not sorted out.

  • The RRA has mapped the Streets of Care groups that were set up during COVID and has contact information for representatives from each group. These groups can be useful for communicating and co-ordinating action during an emergency such as an evacuation. We will be following up with the contact people on the map to check that the information is accurate.
  • The new restaurant development on Main Road next to the surfers car park has applied for a liquor licence from 10am to 2am for 250 people. The RRA has submitted an objection, primarily on the grounds of proximity to the Church, parking and noise. We encourage residents and ratepayers who would like to object to the liquor licence to complete the objection form and submit in good time.
