The Reef Liquor Licence Application – Have Your Say

Dear Residents,

The Kalk Bay & St James Residents and Ratepayers Association (KBSJRRA) has formally lodged an objection to the liquor licence application for The Reef, located at 19/35 Main Road, Kalk Bay (a PRASA-owned railway cottage currently under conversion into a restaurant).

What is being applied for?

  • On-consumption liquor licence (all kinds of liquor)
  • Seating capacity of 252 patrons (80% outdoors)
  • Trading hours until 02h00 daily

Our Concerns

  • Proximity to Holy Trinity Church: The church hosts services, weddings, funerals, and Alcoholics Anonymous/Al-Anon meetings.
  • Impact on residents: Edward Mansions and surrounding homes face significant noise and parking pressure.
  • Parking crisis: Limited public parking already under severe strain, with residents’ garages often blocked.
  • Noise & disturbance: Open-air seating and amplified music risk exacerbating Kalk Bay’s existing noise nuisance challenges.
  • Public interest: The Western Cape Liquor Act requires licences not to prejudice nearby residents, learners, religious institutions, or those in recovery programmes.
  • Past precedent: A 2024 Kalk Bay liquor licence application (Valley Brewing) was refused for not being in the public interest.

Steps Already Taken

  • Objection letters have been hand-delivered to Muizenberg SAPS and Ward Councillor Izabel Sherry, and emailed to the Liquor Authority and Subcouncil 19.
  • The Liquor Licence Board has confirmed receipt of the objection.
  • The RRA continues to engage officials to ensure residents’ voices are heard.
